The implementation of a work culture in an agency serves as a measuring tool for work dynamics. This paper aims to describe the implementation of the work culture of the Center for Education and Training (CET) to Religious Technical Personnel of the Ministry of Religious Affairs of the Republic of Indonesia, which seems ordinary, but contains a massive phenomenon of deviation, Corruption, Collusion, and Nepotism (KKN). By using a case study approach on the case of civil servant fraud in Cilegon, this paper will reveal that the phenomenon of fraud committed by a State Civil Apparatus (ASN) within the scope of the Ministry of Religious Affairs (Kemenag) of the Republic of Indonesia is a real example of the phenomenon of KKN that often occurs and is considered normal within the scope of government and is not disclosed, but is an iceberg phenomenon. Before analyzing the case further, this paper will discuss the findings of the work culture of the Center for Education and Religious Technical Personnel Training of the Ministry of Religious Affairs of the Republic of Indonesia that applies in all offices of the Ministry of Religious Affairs of the Republic of Indonesia at the central, provincial, and district/city levels. The emergence of the case of civil servant fraud in Cilegon proves that the Ministry of Religious Affairs, as a religious institution within the scope of government, has not been able to interpret the work culture of the Center for Education and Religious Technical Personnel Training optimally, let alone other agencies within the scope of government in Indonesia. This misimplementation requires a specific theological reflection as a counter-statement for the reimplementation of the work culture of the Center for Education and Training (CET) to Religious Technical Personnel of the Ministry of Religious Affairs of the Republic of Indonesia and the government agencies in Indonesia. This will improve the mindset regarding corruption, collusion, and nepotism (KKN) and condemn corruption in government agencies as a heinous act that should be avoided. This will enable the implementation of a good work culture to its full potential.
